Empowering Communities Through Community-Based Tourism: A Systematic Review of Local Involvement and Communication Role on its Implementation

Abstract
Community-Based Tourism (CBT) empowers local communities by promoting partici-pation in tourism development and management. However, CBT initiatives face chal-lenges such as limited resources, knowledge gaps, and communication barriers, hin-dering their sustainability and effectiveness. This study addresses the question: How do local involvement and communication impact the implementation success of CBT? Using a Systematic Literature Review (SLR) methodology, this article analyzes 106 peer-reviewed studies from 2014 to 2024, sourced from Scopus and Web of Science, to evaluate the factors influencing CBT success. The findings reveal that active community engagement in planning, management, and operational roles enhances both economic benefits and social cohesion, fostering a sense of ownership. Communication among stakeholders, including community members, governmental bodies, and NGOs, is critical for aligning goals, building trust, and facilitating knowledge sharing. The study concludes that local involvement and inclusive communication are essential to CBT's long-term sustainability. It recommends establishing structured communication chan-nels and capacity-building programs to empower communities further and improve collaboration among stakeholders for future CBT projects.
